Licensing Committee Decisions

24 February 2009

The following is a summary of decisions that were made by the Licensing Committee at their meeting held earlier today:-

1. The Committee called Eric Saint-Martin to show cause why his Club Jockey's Licence for the current 2008/2009 racing season ought to continue. Consideration was given to verbal submissions tendered by Jockey Saint-Martin together with his race riding performance and disciplinary records. The Committee deliberated on this matter and having taken full account of all the evidence and submissions before them, decided that Eric Saint-Martin had shown cause why his current Club Jockey's Licence ought to continue and accordingly his Club Jockey's Licence will continue until the conclusion of the current 2008/2009 racing season.

2. The Committee agreed to grant, subject to the usual formalities, a Club Jockey's Licence to Jeffrey Lloyd for the period 16 March 2009 until the conclusion of the current 2008/2009 racing season. Jockey Jeffrey Lloyd's profile is attached.

3. The Committee noted the performance of all Trainers up to and inclusive of race meeting 44 of the current 2008/2009 racing season conducted on Sunday, 22 February 2009.

4. The Committee noted the performance of all Club, Stable Retained, Freelance and Apprentice Jockeys up to and inclusive of race meeting 44 of the current 2008/2009 racing season conducted on Sunday, 22 February 2009.

5. The Committee agreed to amend the previously approved Trainer's Performance Criteria ("the Criteria") with immediate effect. This decision was made due to Management becoming aware at the conclusion of the 2007/2008 racing season of a potential shortcoming in the Criteria, whereby in certain circumstances a second or third placegetter may have been more beneficial than a win to a Trainer who had not achieved 13 wins.

It was decided to allocate 2 points for the 11th and 12th winners achieved by each relevant Trainer during the racing season under review which will be added to a Trainer's total of placegetter points.

Further, it was decided to provide due recognition to a Trainer who achieves 12 wins at the conclusion of the racing season under review over a Trainer who achieves 11 wins. Accordingly, the total number of placegetter points which need to be attained by a Trainer who achieves 12 winners during the season under review has been lowered from 50 to 48. A Trainer who achieves 11 winners during the season under review will still be required to attain a total number of 50 placegetter points as was previously the case.

It will remain that any Trainer who is unable to achieve at least 11 winners is not able to rely on his total number of placegetters achieved during the racing season under review and will therefore be deemed not to have satisfied the Criteria. It should be noted that no Trainer will be adversely affected due to the stated amendments being approved.

牌照委員會的決定

馬會牌照委員會在今天的會議上作出以下決定：

委員會召見冼毅力，要求他就其現行2008/2009年度馬季馬會騎師牌照為何應繼續有效而提出理由。委員會考慮了冼毅力的口頭陳辭，以及其策騎表現和操行紀錄。委員會曾就此事進行商議，且於考慮過所有證供及陳辭後，確定冼毅力已就其現行馬會騎師牌照為何應繼續有效而提出理由，因此其馬會騎師牌照將繼續有效，直至2008/2009年度馬季結束為止。
委員會同意，於例行手續辦妥後，向勞愛德發給馬會騎師牌照，有效期由2009年3月16日至2008/09年度馬季結束為止。騎師勞愛德的簡歷隨附於後。
委員會檢討了所有練馬師在2008/09年度馬季截至2009年2月22日星期日為止四十四次賽事中的表現。
委員會檢討了所有馬會騎師、馬房聘約騎師、自由身騎師及見習騎師在2008/09年度馬季截至2009年2月22日星期日為止四十四次賽事中的表現。
委員會同意即時修訂先前所核淮的練馬師發牌準則。委員會作出這項決定，乃由於管理層於2007/08年度馬季結束時得悉，準則可能存在不足之處，因為在某些情況下，對於季內累積頭馬少於十三場的練馬師而言，在賽事中獲取亞軍或季軍可能較取得頭馬更為有利。

委員會決定每位練馬師於受評核的馬季內勝出第十一及第十二場頭馬時，其位置累積分數均可獲增加兩分。
此外，委員會決定，在受評核的馬季完結時，於季內取得十二場頭馬的練馬師，應比於季內取得十一場頭馬的練馬師得到更恰當的認可。因此，練馬師若於受評核的馬季內取得十二場頭馬，其所需獲取的位置累積分數，將由五十分降至四十八分。而於受評核的馬季內取得十一場頭馬的練馬師，其所需獲取的位置累積分數則維持不變，仍為五十分。

在受評核的馬季內未能取得最少十一場頭馬的練馬師，其季內位置累積分數將不獲計算，因而將視為未能符合表現準則。以上修訂不會對任何練馬師產生不良影響。
